Centre: Delhi government “misleading” on one nation-one ration scheme

Highlight: The Center filed an affidavit against the AAP government in the top court of the country. The Centre claimed that the AAP government is misleading the court, it has implemented the one nation-one ration scheme only in circle 63 Seemapuri.

The Centre thinks that the AAP government is trying to mislead the top court. They said so because a large number of migrant workers are unable to get benefits from the scheme.

The AAP government implemented the scheme only in one circle. It involved a handful of transactions involving 42 ePoS machines. Thus, it cannot be considered as the implementation of the one nation-one ration scheme.

The national portability transactions to be in all Fair Price Shops of Delhi. Which is more than 2000 Electronic Point of Sale (ePoS) machines.

The Centre government has pointed out that many inter-state migrants are present all across Delhi. They do not have access to NFSA foodgrains as they are away from their villages/ hometowns.

Most of the states were implementing the one nation-one ration scheme. Namely, four states, Assam, Chhattisgarh, Delhi, and West Bengal have yet not implemented the scheme. Also, it will depend on their technical readiness to implement the portability of ration cards.

The Union Government will provide sufficient food grains to the States/UT’s. They have also made sure that the state gets them at subsidized prices. As a result, foodgrains will be available to the migrants during the pandemic. However, the responsibility of identification and distribution to the beneficiaries lies with the States/UT’s.

According to the communications dated 20.05.2021 and 25.05.2021 to the States/ UT’s. The one nation-one ration scheme to be applied. Especially to those who are not covered under the NFSA scheme. It includes migrants/ standard migrants which is per the locally assessed requirements.

On June 11, the Top Court informed the States/ UT’s that they must implement the ONORC scheme. As a result, migrant workers will be able to get ration at the place of their work in other states.

Moreover, there was a delay in the development of software to register workers of the unorganized sector. This means, that until the national database is ready foodgrains will not be available to the beneficiaries. Hence, a free ration will be provided till November. As a result, food grains will be available to migrants. Done under “Pradhan Mantri Garib Kalyan Yojna”.

The motive is to ensure that foodgrains reach migrant laborers having no ration cards.
